Click Connect with Microsoft and approve. New contacts appear in your Outlook People.
Microsoft may show a note that the app has not been verified yet, and your organization admin might need to approve it once. That is normal and only needed the first time.

What else syncs
Beyond contacts, shop buyers are sent to the tool automatically after a purchase. A separate toggle in the connection's manage dialog controls this.
